After studying and evaluating the recent announcements, guidance, and news released by relevant national departments, including travel restrictions being placed on companies and organizations involved in the conference, we are sorry to announce that The IEEE International Conference on Autonomous Systems (IEEE ICAS 2020), scheduled to be held August 12-14, 2020 in Montréal, Québec, Canada will be postponed to 2021.

    We are excited to announce that the ICAS organizing committee is working diligently with the IEEE and Concordia University Conference Centre to find alternative conference dates and taking the step to guarantee the highest quality content. We will provide more information on the new conference dates and author submission deadline in the coming months. We thank you for your understanding.

    IEEE ICAS 2020

    The IEEE International Conference on Autonomous Systems (IEEE ICAS 2020) will take place in Montréal, Québec, Canada on August 12-14, 2020. The IEEE ICAS 2020 will be a premier international forum for presenting the technological advances and research results in the fields of theoretical, experimental, and applied Autonomous Systems (AS).

    The 2020 IEEE International Conference on Autonomous Systems (ICAS‐2020) is sponsored by IEEE Signal Processing Society (SPS) through IEEE SPS Autonomous Systems Initiative. Over the last decade, researchers have been proposing and investigating computing systems with advanced levels of autonomy in order to manage the ever-increasing requirements in complexity. An autonomous system is an artificial system able to perform a certain number of tasks with a high degree of autonomy. Signal Processing plays a key role within autonomous systems by providing theories and techniques to design algorithms used for perception, control and learning within an autonomous system.  This IEEE ICAS 2020 conference is focused on providing an updated state of the art over most advanced signal processing theories and techniques that are relevant for developing autonomous systems.  Original papers are invited from multidisciplinary, interdisciplinary and transdisciplinary perspectives on subject topics in Autonomous Systems (AS) including, but not limited to, the following:

    Prospective authors are invited to submit full-length papers (up to 4 pages for technical content including figures and possible references, and with one additional optional 5th page containing only references) via the IEEE ICAS 2020 conference website. Manuscripts should be original (not submitted/published anywhere else) and written in accordance with the standard double-column SPS IEEE conference format.

    IEEE ICAS 2020 requires that each accepted paper be presented by one of the authors in-person at the conference site according to the schedule to be published. Any paper accepted into the technical program, but not presented on-site will be withdrawn from the official proceedings archived on IEEE Xplore.

    IEEE ICAS 2020 will be using IEEE Xplore® Open Preview!

    Maximize the visibility of your work via early free access: All papers accepted to IEEE ICAS 2020 will be published on IEEE Xplore through Open Preview, and will be freely accessible and downloadable by all in final format prior to conclusion of the conference

    ICAS 2020 will be publishing all accepted papers as Open Preview, a new IEEE program designed to increase speed to market, allow for accelerated access to research, as well as increase in visibility of the conference publication. Open Preview allows conference proceedings to be available in the IEEE Xplore digital library, free of charge to all customers, one month before the conference until the conference ends. During this time, all papers will be available via the conference mobile app and on IEEE Xplore.

    After the conference is over, the conference proceedings will no longer be open to all through the IEEE Xplore Open Preview and your ability to access the proceedings will depend on your own subscription or the subscription of your organization/school to IEEE Xplore.

    Calling All Speakers

    Call For Special Sessions

    The IEEE ICAS 2020 technical program will highlight a series of Special Sessions to complement the regular program and Special Tracks with emerging topics of particular interest to the Autonomous Systems community.

    Submission Instructions

    Prospective organizers of Special Sessions should submit proposals with the following information:

    • A title for the Special Session and the names of the organizers;
    • Brief biographies of the session organizer(s) and their contact information;
    • A brief description of the session (max 250 words), indicating the novelty of the topic and possible interdisciplinary flavor;
    • List of five (5) contributed papers (including tentative titles, authors, contact information of the corresponding author). Upon acceptance of the special session proposal, the contributed papers will be submitted in the same format as regular papers. Organizers should not contribute more than one paper.

    Proposals will be evaluated based on the timeliness of the topic as well as the qualifications of the organizers and authors of the contributed papers.

    The papers in each accepted Special Session will undergo a review process, similar to the regular papers. It is the responsibility of the organizers to ensure that their Special Session papers meet ICAS-quality standards. In case a paper in a Special Session does not meet the expected quality, it will be rejected and an effort will be made to draw papers from the regular submission process to fill in the gap. If too many papers for a given Special Session are not accepted in the review process and we are unable to find suitable substitutes from the regular review pool, the Special Session may be canceled.

    Qualified Proxy Policy

    The presentation of papers by substitutes is highly discouraged and may only be made after permission is granted by the Technical Program Chair(s) of the conference based on solid evidence that none of the authors is available to present. Papers presented by substitutes without permission will be considered as no-shows.

    Handling of conference papers on Arxiv

    IEEE policy permits authors to post their articles to the preprint repository arXiv. Posting rules for each stage of the article life cycle are: Pre-submission: Before submission to an IEEE publication, the papers may be posted anywhere, including to arXiv.

    Upon acceptance

    Upon acceptance to an IEEE publication, the arXiv posting must be updated by replacing the pre-submission version with the accepted version. The accepted version must have the IEEE copyright line (© 20XX IEEE) but no other changes may be made. The version suitable for posting is available on the Completed Articles page of the IEEE Author Gateway: https://authorgateway.ieee.org/ag/public/landing.jsp.

    Upon publication

    Non-Presented Paper (No-Show) Policy

    Non-Presented Paper (No-Show) Policy: Any accepted paper included in the final program is expected to have at least one author or qualified proxy attend and present the paper at the conference. If a paper is not presented at the conference, the paper will not be published by IEEE on IEEE Xplore® or other public access forums, but these papers will be distributed to conference attendees as conference proceedings and the copyright of these papers will belong to IEEE. For poster sessions, if the speaker is not present in front of the poster for most of the time during the poster session, this also implies the paper was not presented. Conference organizers are required to collect attendance records and a list of any non-presented papers and submit to IEEE SPS staff. Exceptions to this policy will be made by the Technical Program Chair(s) of the conference only if there is evidence that the no-show occurred because of unanticipated events beyond the control of the authors, and every option available to the authors to present the paper was exhausted. The no-show authors may appeal the decision of the Technical Program Chair to the VP Conferences.

    Autonomous Medical Robotic Systems

    The overarching objective of this track is to present new intelligent and autonomous system technologies for surgery, therapy, rehabilitation and diagnosis that will reduce the burden on healthcare systems by making medical interventions more efficient, accurate, accessible, and reliable. Autonomy in medicine can significantly enhance medical interventions by utilizing the advantages offered by the realtime data processing and decision-making capabilities of machines. The need for such technologies, which include robotic and wearable systems, stems from the long wait times for medical interventions. This need will be exacerbated by the projected increase in the number of seniors in the coming years.

    Security and Resilience of Autonomous Cyber-Physical Systems

    Cyber-physical systems have established themselves as critical building blocks for modern society. They can be found in energy, transportation, healthcare and robotics sectors. The tight integration of computational and telecommunication elements with application-based physical components provides and outstanding opportunity to engineer autonomous systems that can be adaptable and functional yet efficient.     Autonomous Control Systems

    Autonomous systems refer to the class of engineering systems having the capability of self-government. On the other hand, autonomous control systems define how desired actions are achieved without human intervention. Nowadays, autonomous control systems are widely used in a variety of applications, including but not limited to Smart Transportation Systems, Smart Grids, and Industry 4.0. A fully autonomous system is a complex engineering system equipped with multi-disciplinary tools capable of sensing the exterior environmental conditions, withstanding plant or environmental uncertainties, and ensure resiliency to faults, malfunctions, and cyber threats. Therefore, the goal of this special session is to collect novel ideas and solutions in the broad research area of Autonomous Control Systems in both the signal processing and control systems research communities.     Autonomous Transportation Systems

    The past decade has seen the evolving of mobility demands from private automobile ownership to more flexible and sustainable shared-use mobility, such as ride sharing, ride-hailing, bike sharing, and car sharing. Integrated with public transit networks and other mass transportation systems, shared-use mobility provides sustainable ways of transportation that can accommodate diverse mobility needs of the public and, at the same time, reduce pollutant emissions. As an umbrella concept which incorporates emerging shared-use mobility services and their integration with transit networks, mobility on demand (MOD) offers a more user-centric approach through demand-responsive operations and more personal choices in mobility by leveraging the power of ubiquitous mobile internet and data-driven modeling and optimization. This workshop will focus on MOD transportation system modeling, analysis, operation and optimization. The focus is also on autonomous transportation systems and their integration with MOD to provide more responsive and cost-effective MOD services.   Potential topics of interest include, but are not limited to

    Signal Processing for Self Aware and Social Autonomous systems

    Self-aware and social autonomous systems are methods/algorithms where the system senses and controls its dynamic in a highly uncertain environment, potentially in a decentralized manner with multiple agents. Examples of these systems include social systems formed by individuals and their friendship network, self-coordinated network of robots, and cyber-physical systems such as power networks. To this end, signal processing (SP) techniques seek to extract the useful information from the signals generated by these systems. The goal of this special track is to attract the contributions from world-leading researchers working in this emerging topic. Specific topics include but is not limited to:

    • Estimation and inverse problems for self-aware and social systems
    • Abnormality detection for self-aware and social systems

    Montréal is a major international hub and a gateway to North America. 600 flights transit through the Montréal-Trudeau airport daily. But that’s not all. Whether by air, train, bus, car or boat, travelling to Montréal is a piece of cake.

    Some 33 passenger carriers connect Montréal to many airports, worldwide. In 2018, 19,4 million passengers passed through Montréal-Trudeau Airport, located 20 minutes from downtown.

    By Train Via

    Rail operates Canada’s national passenger rail service and provides a safe, cost-effective and environmentally responsible service from coast to coast. The VIA Rail network extends 12,500 km, serving over 400 communities across Canada with over 500 trains weekly. AMTRAK also serves Montréal with a daily service to and from New York City.

    By Bus

    The centrally-located Montréal Coach Terminal, Gare d’autocars de Montréal, is the departure and arrival point of most inter-city buses as well as the airport shuttle. It is conveniently connected to the subway system at the Berri-UQAM station and linked to the 32 km of Underground City where visitors enjoy quick and easy access to hotels, restaurants, stores, tourist attractions and more.

    American visitors or international visitors transiting through the United States will love driving North to Montréal via Interstates 87 and 89. Located just 60 km (29 miles) from the U.S. border, Montréal is easily accessible by highway with many roads and expressways leading to the city.

    Can I Use My Cell/Mobile Phone in Canada? 

    Your cellular phone will work in Canada, however, to avoid potentially expensive roaming charges, it is strongly recommended that you turn off your data before landing on Canadian soil. Montreal has hundreds of free Wi-Fi connections in the city, not to mention hotels, the convention centre, along with restaurants and cafés, so there is no reason for visitors to incur additional charges with their cell phone carrier.

    Banks, Currency Exchange & Taxes

    Canadian currency is the dollar, which is divided into 100 cents. There are 5, 10, 20, 50, and 100 dollar bills. There are numerous currency exchange offices for visitors to exchange money into Canadian currency. Most exchange offices are open during regular business hours (9am-6pm) and Saturday from 10am-5pm. Credit cards are also widely accepted in restaurants, stores, taxis, etc. Taxes in Montréal are calculated as follows: a 5% Federal Goods & Services tax and a 9.975% Provincial Goods & Services tax. Only basic groceries (breads, dairy, fruits, vegetables, etc.) are not taxed. Taxes paid by visitors are not reimbursable.excitement about the destination.

    Electricity

    The electric current is 110V and the plugs are the same as what is found in the US. If you come from a country that uses 220V electricity, you will need an adaptor (for computers, cell phones, tablets / iPads, cameras etc.) or a converter (to transform voltage- for your hairdryer, electric shavers etc.)

    What Language is Spoken in Montréal?

    French is QuÉbec's official language but english is widely spoken in Montréal.

    The city has more than 120 cultural groups and over 20% of population speaks three languages.  It is common that you will be addressed in French, but people will quickly speak English when asked.

    Time Zones

    Montréal switches to Eastern Daylight Time (summer time zone) on the second Sunday of March and returns to Eastern Standard Time (winter time zone) on the first Sunday of November. The time difference between Montréal time and Greenwich Mean Time (GMT) is less than 5 hours in the winter.

    Getting Around By Public Transportation

    Public transport is a great and sustainable way to see the city. Our public transportation service has received many awards for its initiatives in sustainable development. Hop on the métro or on a bus and in minutes, you’re at a museum, a restaurant or in Old Montréal. To top it all, it’s affordable and reliable.

    The REM: From the Airport To Downtown in 20 Minutes

    The Réseau Électrique Métropolitain (REM) is a fully automated, 100% electric light rail transit (LRT) project to serve the major metropolitan areas in Montréal. It will provide fast and direct service between Montréal-Trudeau Airport and downtown Montréal. From Central Station, the trip should take 20 minutes and the service will run all day, every 10 minutes at peak-time. Commissioning is planned for 2023.

    Getting Around By Taxi

    If you prefer getting around by taxi, it’s easy to flag one down on the street. You’ll also find them at one of the city’s many taxi stands or in front of most major hotels. 

    All taxis accept electronic payment and most taxi company have apps for easy reservation.

    Getting Around By Bicycle

    BIXI, recipient of the Edison Award for Energy & Sustainability, allows everyone to easily explore Montreal's 846 (525 miles) kilometres of bike paths. 

    A $5 access fee is all it takes to borrow a bike at one of the 540 stations across the city, for a trip on the fly. The first 30 minutes of a ride – no matter how many trips are made in a day – are always free but an additional fee will be added to each subsequent 30-minute period.

    In 2017, Copenhagenize ranked Montréal as North America’s (and the world’s 20th) most bicycle-friendly city based on the company's 2017 Bicycle Friendly Cities index.

      All visitors require a valid passport to enter Canada. The less expensive passport card (for land border crossings or sea ports-of-entry from the United States only) are also accepted.       Canadian citizens or permanent residents of Canada or U.S citizens travelling with a valid Canadian passport or a permanent resident card or a U.S passport can use Automated Border Clearance (ABC) self-serve kiosks when they arrive at Montreal-Pierre Elliott Trudeau International Airport to avoid long lines.

      Authors with Travel Restrictions Policy

      The Signal Processing Society values diversity. Authors who anticipate inability to travel to a conference because of a government-imposed travel restriction are still encouraged to submit papers. Such papers will be reviewed and accepted on their own merit for publication without any knowledge of the author’s travel restriction. Within one week of paper acceptance notification, travel-restricted authors must notify the Technical Program Chair of the conference with proof of their restriction. Substitute presenters may be possible or, depending on conference resources, other accommodations may be available, such as a remote presentation or pre-recorded video.

      New Entry Requirement (March 15, 2016) 

      Canada has introduced a new entry requirement, known as the Electronic Travel Authorization (eTA), for visa-exempt foreign nationals who fly to Canada. This regulation becomes mandatory March 15, 2016. Exceptions include U.S. citizens and travellers with a valid visa.

      The eTA is electronically linked to your passport and is valid for five years or until your passport expires. Applying for an eTA is a simple and inexpensive ($7 CAD) online process that will take just a few minutes. Most eTA-eligible applicants will get their authorization within minutes of submitting the online form.

      General Information About Canadian Customs

      The Canada Border Services Agency has developed streamlined border procedures and services to assist meeting planners and convention organizers in holding their meeting in Canada. With over $2 billion in trade passing through the Canada-U.S. Border every day, Montréal is a destination fully capable of handling large shipments of material from the U.S. and around the world. 

      Canada Customs makes it possible for your material to clear customs following its arrival in Montréal. The on-site customs facility clears convention goods at the show rather than at the border, ensuring that your goods are not delayed when they arrive in Canada. 

      As well, the Palais des congrès, Montréal’s convention centre, is considered “in bond” by Canada Customs and acts as a customs clearance point. You can obtain official recognition status for your event and avoid paying duties and taxes. 

      Foreign organizations are permitted to import certain goods into Canada for use at meetings without paying customs duty and tax (subject to a security deposit typically handled by your customs broker). In order to qualify for the Foreign Organization Remission Order, a foreign organization must have its head offices outside of Canada. Furthermore, the meeting must not be open to the general public, and Canadian attendance should not exceed 25%. 

      Exemption from custom duty and taxes is then granted on the following: convention material imported for free distribution to persons attending the meeting or conference, advertising material and souvenirs (valued at no more than $25 CAD each) imported for free distribution to attendees and audio-visual equipment and office machines that are imported for use at the meeting or convention (on condition that this equipment is exported at the conclusion of the meeting). 

      “Official paraphernalia” (goods bearing the official logo of the Association) may be sold by the Association to attendees provided the event is not open to the public and the goods are valued at no more than $25 CAD. Your staff members do not require work permits. 

      Guest speakers do not require work permits to address your delegates but should be provided with a letter of introduction from your association. 

      Personal computers, tape recorders and the like may be brought into Canada by delegates and speakers alike, provided it is for their personal use.

      Registration

      An accepted paper will be published in the proceedings only if the registration form and the full-fee payment for one of the authors is received and correctly processed.

      Only member or non-member fees are allowed to cover the publication of an accepted paper. Student and recent PhD registration fees cannot be used to guarantee the publication of an accepted paper. If the author registering to cover the paper publication is a student, he or she has to pay the appropriate member or non-member fee. Members to whom the society bylaws grant special discounts (e.g., Life members of the IEEE) cannot use the discounted rates to cover the publication of an accepted paper: they have to pay the member fee.

      One author registration will cover the publication expenses of four (4) papers. In the case no registration has been received and correctly processed to cover the paper publication, the conference organizers will contact the authors before the paper is removed from the proceedings.

      Registration rates include access to the full Symposium, Welcome Reception, Conference Dinner, lunches and conference breaks.

      Conference Guidelines

      We, the members of the IEEE, in recognition of the importance of our technologies in affecting the quality of life throughout the world, and in accepting a personal obligation to our profession, its members, and the communities we serve, do hereby commit ourselves to the highest ethical and professional conduct and agree:

      1. to hold paramount the safety, health, and welfare of the public, to strive to comply with ethical design and sustainable development practices, and to disclose promptly factors that might endanger the public or the environment;
      2. to avoid real or perceived conflicts of interest whenever possible, and to disclose them to affected parties when they do exist;
      3. to be honest and realistic in stating claims or estimates based on available data;  
      4. to reject bribery in all its forms;  
      5. to improve the understanding by individuals and society of the capabilities and societal implications of conventional and emerging technologies, including intelligent systems;  
      6. to maintain and improve our technical competence and to undertake technological tasks for others only if qualified by training or experience, or after full disclosure of pertinent limitations;  
      7. to seek, accept, and offer honest criticism of technical work, to acknowledge and correct errors, and to credit properly the contributions of others;  
      8. to treat fairly all persons and to not engage in acts of discrimination based on race, religion, gender, disability, age, national origin, sexual orientation, gender identity, or gender expression;
      9. to avoid injuring others, their property, reputation, or employment by false or malicious action;  
      10. to assist colleagues and co-workers in their professional development and to support them in following this code of ethics.

      Changes to the IEEE Code of Ethics will be made only after the following conditions are met:

      • Proposed changes shall have been published in THE INSTITUTE at least three (3) months in advance of final consideration by the Board of Directors, with a request for comment, and  
      • All IEEE Major Boards shall have the opportunity to discuss proposed changes prior to final action by the Board of Directors, and  
      • An affirmative vote of two-thirds of the votes of the members of the Board of Directors present at the time of the vote, provided a quorum is present, shall be required for changes to be made.

      IEEE ICAS 2020 is committed to providing an inclusive and harassment-free environment in all interactions regardless of gender, sexual orientation, disability, physical appearance, race, or religion. Attendees violating these rules may be asked to leave the conference without a refund, at the sole discretion of the conference organizers. In addition, attendees are subject to the IEEE Code of Ethics.

      IEEE prohibits Discrimination, Harassment and Bullying against any person for any reason, for example, because of age, ancestry, color, disability or handicap, national origin, race, religion, gender, sexual or affectional orientation, gender identity, appearance, matriculation, political affiliation, marital status, veteran status or any other characteristic protected by law. IEEE employees, volunteers, members, and other constituents of the IEEE, when and where ever those individuals are conducting IEEE business or participating in IEEE events or activities, shall maintain an environment free of Discrimination, including Harassment, Bullying, and Retaliation.       Applicant Promotional Materials

      Materials and logos for any recognition at the conference in the conference program guide need to be received by no later than <DATE>.

      Exhibitor Space Assignments & Signage

      Exhibit booth, display space and other signage and promotions will be assigned by the Conference. In the event of a duplicate application for the same space, the conference will attempt to place the exhibitors by the booth priority given by the company.

      No promotional materials may be placed outside the area of the booth. Nothing may be placed on posts or pillars adjacent to booths, or on carpeted areas of the aisles beyond the standard booth limits.

      All displays or exhibited materials must be fireproof to conform to local fire regulations. Displays must be self-supporting and nails or screw are not permitted in building floors or walls. Displays must be wholly confined within exhibitor’s booth and must not obstruct the clear view of nearby exits or other exhibits. All wiring on booths or display fixtures must conform to local electrical and fire regulations.

      The side of any display cabinet or structure facing a side aisle or facing an adjacent exhibit booth must be finished or suitably decorated at the expense of the exhibitor erecting or installing such display.

      Maximum height of the displays in the balance of the area is 8 feet, except that products to stand on the floor may extend higher than this limit, but must be positioned as close to the back wall as possible, to avoid blocking the view of adjoining exhibitors.

      Distribution of Promotional Items

      To achieve greater exposure and attention exhibitors may donate items to be given away in a daily door prize drawing if established by the conference. Souvenirs or samples which have no resale or negotiable value may also be given away. Any distribution must be conducted within the exhibitor’s designated booth space. In all cases, exhibitors planning giveaways of any nature should make arrangement well in advance with the conference organizers, which reserves the right to prohibit the distribution of anything which, in its opinion, is not in keeping with the character of the conference.

      Booth Personnel & Activities

      With the exception of convenience help, such as secretaries or professional product demonstrators, all booth personnel must be regular employees or representatives of the company, and must be fully capable of explaining the technical aspects of products or processes on display on an appropriate level at the conference.

      No exhibitor may advertise or promote any outside activity, such as an open house or separate exhibits wherever located, occurring during the hours the conference exhibits are open, or which detracts from the exhibit or convention operations.

      Only registered exhibitors and patrons may publicly advertise hospitality rooms and only on those bulletin boards provided in the exhibit area.

      Responsibility of Booth Materials

       Show and hotel management will not be responsible nor liable for injury to the person or property, nor loss of property of exhibitors, their guests, invitees, employees, or agents. Furthermore, the exhibitor agrees to defend or hold harmless the conference, its directors, employees, and agents from any liability of personal injury and loss or damage to property. Exhibitors should insure against such contingencies.

      Damage to inadequately packed property is exhibitor’s own responsibility. If exhibit fails to arrive, exhibitor is still responsible for the booth rental.

      Exhibitors should be on hand to supervise during set-up and dismantling of products, projection equipment and other items of high value. At least one person should remain with the exhibit until visitors have left the premises at the closing hour each day. Exhibitor’s empty crates, boxes and cartons will be removed from the show area before the opening.

      At move-out, specific arrangement should be made to package or place under lock any items of extremely high value and especially items of general interest such as small instruments, walkie-talkies, high fidelity equipment, projectors, etc.
      The handling of exhibitor’s material into and out of and within the exhibit buildings shall be at exhibitor’s expense.

      Sub-letting Exhibit Space

      No exhibitor may assign, sublet or apportion any of the space contracted for by him/her or their company.

      Security

      The entry to exhibit areas will be secured to prevent entrance by anyone not authorized by the conference or not wearing proper badge for admission to such areas outside of exhibit hours.

      Any equipment to be removed from the exhibit area during the conference must be authorized by the Exhibit Manager in conjunction with the specific exhibitor.

      Interpretation of Rules

      IEEE shall have final authority as to the interpretation of these rules and their applications and shall have the authority to establish penalties in the event of violations.

      Amendments to Rules and Regulations

      IEEE reserves the right to amend these rules and regulations or to make additions thereto.
