Calling All Authors
Prospective authors are invited to submit full-length papers (up to 4 pages for technical content including figures and possible references, and with one additional optional 5th page containing only references) via the IEEE ICAS 2020 conference website. Manuscripts should be original (not submitted/published anywhere else) and written in accordance with the standard double-column SPS IEEE conference format.
IEEE ICAS 2020 requires that each accepted paper be presented by one of the authors in-person at the conference site according to the schedule to be published. Any paper accepted into the technical program, but not presented on-site will be withdrawn from the official proceedings archived on IEEE Xplore.
IEEE ICAS 2020 will be using IEEE Xplore® Open Preview!
Maximize the visibility of your work via early free access: All papers accepted to IEEE ICAS 2020 will be published on IEEE Xplore through Open Preview, and will be freely accessible and downloadable by all in final format prior to conclusion of the conference
ICAS 2020 will be publishing all accepted papers as Open Preview, a new IEEE program designed to increase speed to market, allow for accelerated access to research, as well as increase in visibility of the conference publication. Open Preview allows conference proceedings to be available in the IEEE Xplore digital library, free of charge to all customers, one month before the conference until the conference ends. During this time, all papers will be available via the conference mobile app and on IEEE Xplore.
After the conference is over, the conference proceedings will no longer be open to all through the IEEE Xplore Open Preview and your ability to access the proceedings will depend on your own subscription or the subscription of your organization/school to IEEE Xplore.

Calling All Speakers
The IEEE ICAS 2020 technical program will highlight a series of Special Sessions to complement the regular program and Special Tracks with emerging topics of particular interest to the Autonomous Systems community.
Prospective organizers of Special Sessions should submit proposals with the following information:
- A title for the Special Session and the names of the organizers;
- Brief biographies of the session organizer(s) and their contact information;
- A brief description of the session (max 250 words), indicating the novelty of the topic and possible interdisciplinary flavor;
- List of five (5) contributed papers (including tentative titles, authors, contact information of the corresponding author). Upon acceptance of the special session proposal, the contributed papers will be submitted in the same format as regular papers. Organizers should not contribute more than one paper.
Proposals will be evaluated based on the timeliness of the topic as well as the qualifications of the organizers and authors of the contributed papers.
The papers in each accepted Special Session will undergo a review process, similar to the regular papers. It is the responsibility of the organizers to ensure that their Special Session papers meet ICAS-quality standards. In case a paper in a Special Session does not meet the expected quality, it will be rejected and an effort will be made to draw papers from the regular submission process to fill in the gap. If too many papers for a given Special Session are not accepted in the review process and we are unable to find suitable substitutes from the regular review pool, the Special Session may be canceled.

Qualified Proxy Policy
The presentation of papers by substitutes is highly discouraged and may only be made after permission is granted by the Technical Program Chair(s) of the conference based on solid evidence that none of the authors is available to present. Papers presented by substitutes without permission will be considered as no-shows.
Handling of conference papers on Arxiv
IEEE policy permits authors to post their articles to the preprint repository arXiv. Posting rules for each stage of the article life cycle are: Pre-submission: Before submission to an IEEE publication, the papers may be posted anywhere, including to arXiv.
Upon acceptance to an IEEE publication, the arXiv posting must be updated by replacing the pre-submission version with the accepted version. The accepted version must have the IEEE copyright line (© 20XX IEEE) but no other changes may be made. The version suitable for posting is available on the Completed Articles page of the IEEE Author Gateway: https://authorgateway.ieee.org/ag/public/landing.jsp.
When the article is published, the posted version on arXiv should be updated with a full citation to the IEEE publication, including DOI. No other changes may be made. Visit the IEEE Author Center for more information on SPS sharing and posting policies at https://ieeeauthorcenter.ieee.org.
Non-Presented Paper (No-Show) Policy
Non-Presented Paper (No-Show) Policy: Any accepted paper included in the final program is expected to have at least one author or qualified proxy attend and present the paper at the conference. If a paper is not presented at the conference, the paper will not be published by IEEE on IEEE Xplore® or other public access forums, but these papers will be distributed to conference attendees as conference proceedings and the copyright of these papers will belong to IEEE. For poster sessions, if the speaker is not present in front of the poster for most of the time during the poster session, this also implies the paper was not presented. Conference organizers are required to collect attendance records and a list of any non-presented papers and submit to IEEE SPS staff. Exceptions to this policy will be made by the Technical Program Chair(s) of the conference only if there is evidence that the no-show occurred because of unanticipated events beyond the control of the authors, and every option available to the authors to present the paper was exhausted. The no-show authors may appeal the decision of the Technical Program Chair to the VP Conferences.

The overarching objective of this track is to present new intelligent and autonomous system technologies for surgery, therapy, rehabilitation and diagnosis that will reduce the burden on healthcare systems by making medical interventions more efficient, accurate, accessible, and reliable. Autonomy in medicine can significantly enhance medical interventions by utilizing the advantages offered by the realtime data processing and decision-making capabilities of machines. The need for such technologies, which include robotic and wearable systems, stems from the long wait times for medical interventions. This need will be exacerbated by the projected increase in the number of seniors in the coming years.

Autonomous systems refer to the class of engineering systems having the capability of self-government. On the other hand, autonomous control systems define how desired actions are achieved without human intervention. Autonomous Transportation Systems
The past decade has seen the evolving of mobility demands from private automobile ownership to more flexible and sustainable shared-use mobility, such as ride sharing, ride-hailing, bike sharing, and car sharing. Integrated with public transit networks and other mass transportation systems, shared-use mobility provides sustainable ways of transportation that can accommodate diverse mobility needs of the public and, at the same time, reduce pollutant emissions. As an umbrella concept which incorporates emerging shared-use mobility services and their integration with transit networks, mobility on demand (MOD) offers a more user-centric approach through demand-responsive operations and more personal choices in mobility by leveraging the power of ubiquitous mobile internet and data-driven modeling and optimization. Signal Processing for Self Aware and Social Autonomous systems
Self-aware and social autonomous systems are methods/algorithms where the system senses and controls its dynamic in a highly uncertain environment, potentially in a decentralized manner with multiple agents. Examples of these systems include social systems formed by individuals and their friendship network, self-coordinated network of robots, and cyber-physical systems such as power networks. To this end, signal processing (SP) techniques seek to extract the useful information from the signals generated by these systems. The goal of this special track is to attract the contributions from world-leading researchers working in this emerging topic. Specific topics include but is not limited to:

Can I Use My Cell/Mobile Phone in Canada?
Your cellular phone will work in Canada, however, to avoid potentially expensive roaming charges, it is strongly recommended that you turn off your data before landing on Canadian soil. Montreal has hundreds of free Wi-Fi connections in the city, not to mention hotels, the convention centre, along with restaurants and cafés, so there is no reason for visitors to incur additional charges with their cell phone carrier.
Banks, Currency Exchange & Taxes
Canadian currency is the dollar, which is divided into 100 cents. There are 5, 10, 20, 50, and 100 dollar bills. There are numerous currency exchange offices for visitors to exchange money into Canadian currency. Most exchange offices are open during regular business hours (9am-6pm) and Saturday from 10am-5pm. Credit cards are also widely accepted in restaurants, stores, taxis, etc. Taxes in Montréal are calculated as follows: a 5% Federal Goods & Services tax and a 9.975% Provincial Goods & Services tax. Only basic groceries (breads, dairy, fruits, vegetables, etc.) are not taxed. Taxes paid by visitors are not reimbursable.excitement about the destination.
The electric current is 110V and the plugs are the same as what is found in the US. If you come from a country that uses 220V electricity, you will need an adaptor (for computers, cell phones, tablets / iPads, cameras etc.) or a converter (to transform voltage- for your hairdryer, electric shavers etc.)
What Language is Spoken in Montréal?
French is QuÉbec's official language but english is widely spoken in Montréal.
The city has more than 120 cultural groups and over 20% of population speaks three languages. It is common that you will be addressed in French, but people will quickly speak English when asked.
Montréal switches to Eastern Daylight Time (summer time zone) on the second Sunday of March and returns to Eastern Standard Time (winter time zone) on the first Sunday of November. The time difference between Montréal time and Greenwich Mean Time (GMT) is less than 5 hours in the winter.
Getting Around By Public Transportation
Public transport is a great and sustainable way to see the city. Our public transportation service has received many awards for its initiatives in sustainable development. The REM: From the Airport To Downtown in 20 Minutes
The Réseau Électrique Métropolitain (REM) is a fully automated, 100% electric light rail transit (LRT) project to serve the major metropolitan areas in Montréal. It will provide fast and direct service between Montréal-Trudeau Airport and downtown Montréal. From Central Station, the trip should take 20 minutes and the service will run all day, every 10 minutes at peak-time. Commissioning is planned for 2023.

If you prefer getting around by taxi, it’s easy to flag one down on the street. You’ll also find them at one of the city’s many taxi stands or in front of most major hotels.

Getting Around By Bicycle
BIXI, recipient of the Edison Award for Energy & Sustainability, allows everyone to easily explore Montreal's 846 (525 miles) kilometres of bike paths.
A $5 access fee is all it takes to borrow a bike at one of the 540 stations across the city, for a trip on the fly. The first 30 minutes of a ride – no matter how many trips are made in a day – are always free but an additional fee will be added to each subsequent 30-minute period.
In 2017, Copenhagenize ranked Montréal as North America’s (and the world’s 20th) most bicycle-friendly city based on the company's 2017 Bicycle Friendly Cities index.

Authors with Travel Restrictions Policy
The Signal Processing Society values diversity. Authors who anticipate inability to travel to a conference because of a government-imposed travel restriction are still encouraged to submit papers. Such papers will be reviewed and accepted on their own merit for publication without any knowledge of the author’s travel restriction. Within one week of paper acceptance notification, travel-restricted authors must notify the Technical Program Chair of the conference with proof of their restriction. Substitute presenters may be possible or, depending on conference resources, other accommodations may be available, such as a remote presentation or pre-recorded video.
New Entry Requirement (March 15, 2016)
Canada has introduced a new entry requirement, known as the Electronic Travel Authorization (eTA), for visa-exempt foreign nationals who fly to Canada. This regulation becomes mandatory March 15, 2016. Exceptions include U.S. citizens and travellers with a valid visa.
The eTA is electronically linked to your passport and is valid for five years or until your passport expires. Applying for an eTA is a simple and inexpensive ($7 CAD) online process that will take just a few minutes. Most eTA-eligible applicants will get their authorization within minutes of submitting the online form.

General Information About Canadian Customs
The Canada Border Services Agency has developed streamlined border procedures and services to assist meeting planners and convention organizers in holding their meeting in Canada. With over $2 billion in trade passing through the Canada-U.S. Border every day, Montréal is a destination fully capable of handling large shipments of material from the U.S. and around the world.
Canada Customs makes it possible for your material to clear customs following its arrival in Montréal. The on-site customs facility clears convention goods at the show rather than at the border, ensuring that your goods are not delayed when they arrive in Canada.
As well, the Palais des congrès, Montréal’s convention centre, is considered “in bond” by Canada Customs and acts as a customs clearance point. You can obtain official recognition status for your event and avoid paying duties and taxes.
Foreign organizations are permitted to import certain goods into Canada for use at meetings without paying customs duty and tax (subject to a security deposit typically handled by your customs broker). In order to qualify for the Foreign Organization Remission Order, a foreign organization must have its head offices outside of Canada. Furthermore, the meeting must not be open to the general public, and Canadian attendance should not exceed 25%.
Exemption from custom duty and taxes is then granted on the following: convention material imported for free distribution to persons attending the meeting or conference, advertising material and souvenirs (valued at no more than $25 CAD each) imported for free distribution to attendees and audio-visual equipment and office machines that are imported for use at the meeting or convention (on condition that this equipment is exported at the conclusion of the meeting).
“Official paraphernalia” (goods bearing the official logo of the Association) may be sold by the Association to attendees provided the event is not open to the public and the goods are valued at no more than $25 CAD. Your staff members do not require work permits.
Guest speakers do not require work permits to address your delegates but should be provided with a letter of introduction from your association.
Personal computers, tape recorders and the like may be brought into Canada by delegates and speakers alike, provided it is for their personal use.
Attend the Conference
An accepted paper will be published in the proceedings only if the registration form and the full-fee payment for one of the authors is received and correctly processed.
Only member or non-member fees are allowed to cover the publication of an accepted paper. Student and recent PhD registration fees cannot be used to guarantee the publication of an accepted paper. If the author registering to cover the paper publication is a student, he or she has to pay the appropriate member or non-member fee. Members to whom the society bylaws grant special discounts (e.g., Life members of the IEEE) cannot use the discounted rates to cover the publication of an accepted paper: they have to pay the member fee.
One author registration will cover the publication expenses of four (4) papers. In the case no registration has been received and correctly processed to cover the paper publication, the conference organizers will contact the authors before the paper is removed from the proceedings.
Registration rates include access to the full Symposium, Welcome Reception, Conference Dinner, lunches and conference breaks.
